Yes, after uploading the SVG file into your design software (like Cricut Design Space or Silhouette Studio Designer Edition), you can ungroup the elements and change their colors as desired. The design elements are outlined shapes, not editable text.
Yes, this design works with the free version of Silhouette Studio by importing the DXF file. If you wish to use the SVG format, you will need the Designer Edition or higher of Silhouette Studio.
